Revisiting the Great Indian Poverty Debate: Measurement, Patterns, and Determinants

In this paper, efforts are made to revisit the Great Indian Poverty Debate, addressing both the measurement and causes of India’s persistent poverty. The paper discusses the rate of change in rural and urban poverty in India over the last two decades, both over time and across States, and assess to what extent India’s recent economic growth has been pro-poor. Then the paper discusses possible causes of the persistence of poverty in the country.
