This paper provides the analytical underpinnings and the macro and inter-state background in the context of examining the role of fiscal policies in poverty reduction in the India. It constitutes the first part of the overall study that reviews the role of fiscal policy in reducing poverty with particular reference to four high poverty incidence states in India, viz., Uttar Pradesh, Madhya Pradesh, Uttaranchal, and Chhattisgarh.
